Plug type tops are best know as Caplugs.  They are made of LDPE (low density polyethylene) with just about any size diameter you can think of and are used to plug the inside of the neck on plastic bottles.  Mostly they are red, but upon few occasions come in white or natural.  They are strictly used as a tamper evident plug and are not intended to seal the opening.  That belongs to the cap.
